That doesn't appear to be an English newspaper the old man's reading. It's a Spanish-language newspaper, "El Clarin" (The Bugle), maybe from Argentina? That makes the photo even more interesting, in my opinion.

The original National Geographic article wrote that the paper was a dual English/Spanish publication, and that the old man photographed was literate in English & was reading the English section (right side up).
