No.  I am talking not about Zhongnanhai in Beijing - but the government building in an obscure town in an obscure province:-

The building in picture is definitely not in Anhui. It is the building of the People's Court of Minghang Dist., Shanghai.

It may seem to be extravagant, but by the local standards in Shanghai, this building is quite cheap.

I have tried Baidu Image search (闵行 法院). I must say the Shanghai district court building looks really like the one in the photo. Yet another fake news story?
