The Chinese Site With Highest PageRank

Which Chinese website has the most inbound links and highest PageRankSouth News got the answer (in translation):

The PageRank of the homepage of largest portals like Sina, Netease, Sohu and QQ is mostly 6 or 7.  People.com.cn, an authoritative website under the People's Daily, has only a PageRank of 8.

http://www.miibeian.gov.cn has not been updated for long periods of time.  The site would hardly win a beauty contest.  However, it has a PageRank of 9 - the highest in China.

It is not difficult to see the reason: that is the homepage of the Beian (licence) system of the Ministry of Information Industry.  He who wants to provide internet-related services [e.g. putting up a corporate website] in China must Beian (get a licence).  He must then place a link on his web page to the MII Beian website.

Google says "PageRank relies on the uniquely democratic nature of the web" and "Google interprets a link from page A to page B as a vote" - alas, we all know what democracy and vote mean in China.
