Beautiful argument
The Chinese characters in red "吸烟等于放火，放火就是犯罪" means "Smoking is arson, arson is crime".
(It seems like a shopping mall. The photo has been published on China Times (Beijing) (华夏时报) according to Ma Bin of China Central Television).
According to the Chinese government, there are about 350 million arsonists smokers in the country.
